The Ministry of Commerce and Industry has issued the Smart Meters (Quality Control) Order, 2023. The Order was notified on 14th July, 2023.

According to the Order, specified goods or articles shall comply with the Indian Standards and shall bear the Standard Mark under a license from the Bureau of Indian Standards (BIS), as per the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

The objective of this order is to promote the use of high-quality smart meters and to ensure that consumers receive accurate and reliable devices. By adhering to the prescribed Indian Standards, manufacturers will be able to enhance the overall performance and efficiency of these meters, benefiting both consumers and the energy sector.

The Order clearly states that it does not apply to goods or articles manufactured domestically for export purposes.

The Bureau of Indian Standards (BIS) will serve as the certifying and enforcing authority for the goods or articles specified in the Table, thereby ensuring strict compliance with the prescribed standards.

To encourage a seamless transition and allow manufacturers sufficient time to meet the requirements, the Order will come into force six months from the date of its publication. However, for Small Enterprises, as defined under The Micro, Small and Medium Enterprises Development Act, 2006, the Order will be enforced after nine months from the date of publication of this notification.

Any person found contravening the provisions of this Order will be liable for punishment under the provisions of the Bureau of Indian Standards Act, 2016.
