The Central Pollution Control Board (CPCB) has issued a notice calling all registered producers of waste tyres to submit their annual and quarterly reports. This notice was issued on 25th October, 2023.
It may be recalled that the Hazardous and Other Waste (Management & Transboundary Movement) Amendment Rules, 2022 were notified on 21st July, 2022 . These rules, which aim to ensure the effective management of waste tyres through an Extended Producer Responsibility (EPR) regime, have been in force since April 1, 2022.
A per these amendment rules, all registered producers on the Waste Tyre EPR Portal are required to submit their Annual Returns for the fiscal year 2022-23 and Quarterly Returns for the first and second quarters of the fiscal year 2023-24. These returns should be submitted on or before the end of the month succeeding the quarter to which the return pertains, through the designated EPR portal.
However, it has come to the notice of the Ministry of Environment Forest & Climate Change (MoEFCC) that some producers have not yet submitted their required returns. This non-compliance with the stipulated timeframes is a violation of the rules and may result in the initiation of actions in accordance with the regulations.
The MoEFCC emphasizes the importance of adhering to these rules for the proper management of waste tyres, which have significant environmental implications. Producers who fall under the ambit of these rules are urged to promptly submit both the Annual Return and the Quarterly Returns for the first and second quarters as required by the regulations on the EPR Portal for Waste Tyre.
