The National Medical Commission (NMC) has published a notice mandating the implementation of the guidelines outlined in the Graduate Medical Education Regulations (GMER-23). The directive emphasizes the periodic and transparent assessment of medical education imparted by medical institutions to align with international benchmarks. This notice was issued on December 18, 2023.
According to Para 3.1 (i) & (ii) of the Undergraduate Medical Education (UG-MSR) 2023, all medical colleges and institutions are mandated to install an Aadhaar-enabled Biometric Attendance System (AEBAS) linked to the NMC’s Command and Control Center. The daily AEBAS records of faculty, residents, and supporting staff, preferably with face recognition, are required to be made available to the NMC and displayed on the medical college’s website as a daily attendance dashboard.
Furthermore, Para 3.2 stipulates that it is mandatory for faculty and resident doctors to maintain at least 75% attendance on total working days, excluding vacations.
In light of these directives, the NMC has scrutinized the attendance records of faculties in various medical colleges, after receiving the applications for seat increases, renewal of permissions, recognition of degrees, and continuation of recognition for MBBS. The observation period spanned from June 19, 2023, to September 19, 2023. However, several colleges were found to have deficient faculty attendance, failing to meet the mandatory 75% requirement.
All medical colleges have been promptly informed to adhere to the UG-MSR 2023 and MSMER 2023 guidelines, fulfilling the specified requirements at the earliest. Failure to comply with these standards or any deficiencies will result in the rejection of proposals for seat increases, renewal of permissions, recognition of MBBS degrees, and continuation of recognition. Such colleges will not be permitted to admit students for the Academic Year 2024-25.
The NMC has also issued a list of colleges and institutions reflecting attendance deficiencies, which can be viewed on the official link. Medical colleges are urged to review their attendance details promptly to avoid any potential repercussions.
