The National Nursing and Midwifery Commission has published the Draft National Nursing and Midwifery Commission (Annual Statement of Accounts, Submission of Annual Report and Other Reports and Statements) Rules, 2023. These draft rules were published on November 17, 2023.

The new rules outline the framework for the Commission’s financial reporting and accountability measures.

According to the draft rules, the Commission will be mandated to maintain its accounts and prepare annual financial statements in adherence to the instructions and accounting principles issued by the Comptroller and Auditor-General of India.

The rules also emphasize the importance of financial propriety and adherence to the General Financial Rules, 2017, for every officer of the Commission incurring or authorizing expenditures from the National Nursing and Midwifery Commission Fund.

The rules also stipulate for the preparation of annual financial statements, including a balance sheet, income and expenditure account, and receipt and payment account. These statements are to be approved, adopted, and authenticated by the Commission’s Chairperson and one Member before being forwarded to the Comptroller and Auditor-General of India for audit.

The approved annual financial statements, along with the audit report, will subsequently be sent to the Central Government for presentation before both Houses of Parliament.

Moreover, the rules outline the manner in which the Commission is required to submit various reports and statements to the Central Government. These include policies for quality maintenance in nursing and midwifery education, regulations for nursing institutions and professionals, assessment of healthcare requirements, and details of work carried out by Autonomous Boards.

Additionally, the Commission is mandated to submit an annual report, detailing matters specified in Form B of the Schedule annexed to the rules. The annual report, to be prepared annually, must be submitted to the Central Government by the 30th of September each year, in both electronic and hard copy formats.

These rules aim to enhance transparency, accountability, and the overall efficiency of the National Nursing and Midwifery Commission, ensuring a robust system of reporting and governance within the healthcare regulatory framework.
