The Central Government has extended the deadline for compliance with the “Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017. This extension specifically concerns Solar Photovoltaic (SPV) inverters. This notification was published on December 28, 2023.
The original order, issued on September 5, 2017, and subsequently modified on October 12, 2018, encompassed six products listed in the Schedule. The initial date of enforcement was set for September 5, 2018. Notably, self-certification for SPV inverters (items 4-5) was extended until December 31, 2023, or until further orders, whichever came earlier.
Considering factors such as the availability of test facilities for limited capacities and the need to provide additional time for compliance, the Central Government has decided to extend the implementation of the Quality Control Order (QCO), 2017, for SPV inverters with a capacity exceeding 100 kW (>100 kW). The new deadline for compliance is now December 31, 2024, or until further orders, based on self-certification.
Manufacturers seeking compliance under the extended timeline must meet certain conditions. They should possess valid International Electrotechnical Commission (IEC) certificates corresponding to relevant Indian Standards (IS 16221(Part 2):2015/IEC 62109-2:2011 for item No. 4 and IS 16169:2014/IEC 62116:2008 for item No. 5), as specified in the Quality Control Order. Additionally, manufacturers are required to provide test reports from accredited test laboratories to facilitate the smooth implementation of the order.
It is noteworthy that the Quality Control Order 2017 for SPV inverters with a capacity up to 100 kW has already been implemented with effect from January 1, 2024.
Manufacturers are encouraged to adhere to the specified standards within the revised timelines to contribute to the sustainable growth of the solar industry.
