The National Medical Commission (NMC) has released a draft of the “Minimum Standard of Requirements for Post-graduate Courses-2023 (MSR-2023)” and is inviting comments from stakeholders and the public. A notice to this effect was published on 6th September, 2023.
The MSR-2023 draft outlines comprehensive guidelines for post-graduate medical education in India and aims to ensure the highest standards of quality and training in the field.
General Guidelines The MSR-2023 draft encompasses several key provisions aimed at improving the quality of post-graduate medical education across the country. Among the notable guidelines are:
- Specialty-specific Requirements: Medical institutions will be required to fulfill specific and unique requirements for individual specialties as per the Post-Graduate Medical Education Regulations (PGMER) in vogue, TEQ-2022 in vogue, curriculum requirements of respective specialties, and other relevant regulations issued by the NMC. These guidelines will ensure that training programs are tailored to the unique needs of each medical specialty.
- Infrastructure and Staffing: The draft mandates a proportionate increase in faculty, infrastructure, and other staff in specific departments, including Radio-diagnosis, Anaesthesia, Pathology, Microbiology, and Biochemistry, in accordance with the number of beds in the hospital. Departments with higher workloads will also need to scale up their faculty and infrastructure accordingly. The guidelines also emphasize the importance of having the latest in-house equipment, digital libraries, seminar halls, high-speed internet, Wi-Fi connectivity, media rooms for direct relay from in-house operation theaters, and simulation laboratories for post-graduate student training. These requirements are set to equip institutions with the tools necessary for comprehensive medical education.
- Teaching Basic Sciences: All post-graduate medical colleges and institutions will be required to provide facilities for teaching basic science subjects as per the guidelines. This provision ensures that a solid foundation in basic sciences is imparted to medical students as part of their post-graduate education.
